It's a weakness because there's an assumption that people who had previously been under their parents plan will automatically be able to transition to a plan of their own without difficulty, when this may not necessarily be the case, especially if they happen to live in a state that doesn't adhere to Obamacare.

That's not to say Obamacare isn't an improvement over the previous situation, it is, but that doesn't mean there aren't problems that need to be addressed.
