I have, but I still don't agree with you. Drunks will still get alcohol, regardless of where it's sold, and they aren't always drunk when they buy it.

That's kind of laughable....Texting at high speed for some distance on a city street. I think that intoxication is the most likely factor, or possible suicide, though I think that is unlikely due to the length of time in that lane. I think if it were a suicide, she would've swerved into the oncoming lane at the last moment, so the bus couldn't move out of the way in time.

No, a worker performed the work improperly. An inspector signed-off on it. It's not like they didn't have a reasonable opportunity to detect it, & correct it.
