This isn't a dock, it's a floating pier. A dock would be the water space where the boat pulls up. Good luck getting a void to wash ashore.

So, we're just ignoring the west half of Hayden Island is a nature preserve now? I think you'd have better luck getting the WA 500 ferry between Camas and Gresham restarted. Plus, when you build more lanes, where are they going to go? Also, North Portland successfully rejected several freeways in that part of town before, it'd be foolish to think they won't do it again.

What about keeping the existing bridge, make the right two lanes toll from Exit 308 to Exit 1A in both directions (free if you have Oregon plates or HOV), and make the left lanes Bus/HOV only? We have the capacity today given the number of vehicles crossing, but there's a lot of seats crossing with no butts in 'em.

What's needed more than a new bridge is to restore the HOV lanes from the Marquam Bridge/405 split to Salmon Creek, both directions, 24/7. C-TRAN Express works wonders, but it makes zero sense to let it get caught in traffic with everyone too selfish to team up with a buddy every day.
