I have about 350 notes in a phatnotes database which I need to be able to filter by criteria like "active" or "inactive" and only keep about 15 visible by default. The Onenote UI just wont cut it.

Phatnotes was specifically designed to take daily notes with e.g. the ability to easily insert the date for example. Word in the Office hub now lacks that feature for some reason :(

One is their opinion, and the other mine. Neither are quotes, and I think I have plenty to support my assertion.

Well, thats pretty easy to explain. There's more that 200 million iOS devices out there, and maybe 3 million Windows Phones. Doesnt mean its not selling.

I think it is perfectly reasonable to assume a further sharp decline in WM sales. Why dont you?

"Consumers are not buying Windows Phone. "
So your anecdotal evidence is better than Nielsens market research?

Nielsen just said half as many people who bought Blackberries bought Windows Phones in March, not just the 3 people you saw.
