I am very happy to see a windows user that was actually smart and find for an alternative solution. In stead others started to cry like brats. Congrats mate.
Now you take the custom ipsw and use it on windows. Let us know how it worked. For me was ok.

well it seems that never. The whole idea is that bootloaders a hardware chips. Until today nobody managed to access the bootloader 5.09 chip and see how it can be hacked. I guess that this is not a priority for nobody now. For the moment there are bigger fishes to catch, in my opinion. For example the new version of iboot :D.

Another chance would be to go to taiwan and find there a famous shop where they are unlocking the phones by hacking directly the hardware. But I guess that a trip like that from Romania is a little bit expensive. :))

well, I suggest you buy a iphone from Italy. This is exactly what I did. At least I know that buying this phone I will always have a phone service, If something goes wrong with future updates.

nope, in your case there is no way to downgrade. All you can do is to jailbreak it. Also you can't unlock it. No one can for the moment. BB5.11 is not unlockable for the time being.
