What is really needed is a pedestrian zone i.e Pearl St. on 13th between Pennsylvania and College. Try to have a cuppa streetside and find you have to shout to be heard by the person next to you because of truck noise let alone the fumes. It should be restricted for the same reasons Pearl St. is. that is, because this is where the people (the students) hang and has a unique flavor that can only be ruined by the traffic.

I'll bet Boulderways isn't one of the 35,000 students who walk to class and face having to cross 36, Baseline or Broadway where the cars are going 40 mph either coming from or going to Denver. Boulder understands that this creates a dangerous condition for both so Boulder built an underpass on Broadway at College and another at Broadway and the UMC. . Try crossing Broadway at Pennyslvania and see the cars going down the hill at 40mph. It is just a matter of time before there is another underpass there or Pleasant. An underpass costs money but the cars can speed and dumb kids can't jaywalk so the problem is solved.
