What a terribly written piece this is.
Firstly, the problems in the "Flawed star ratings system" were due to DH rather than ministerial over-control.
Secondly, neither the CSCI nor MHAC had any mandate for hospital patient care, so how could their reorganisation be implicated in it "going out of the window"?
And thirdly, partisan blame culture like this runs contrary to one of the central themes of Francis's report - to create a duty of candour which doesn't then result in knee-jerk scapegoating, but which creates the opportunity for learning in order to improve patient care.
Who would a Labour apology serve other than political opponents? Childish finger-pointing and points-scoring is not going to help anyone, yet seems to be the basis for all political debate (from all parties).
