<description>What a terribly written piece this is.  Firstly, the problems in the &amp;quot;Flawed star ratings system&amp;quot; were due to DH rather than ministerial over-control.  Secondly, neither the CSCI nor MHAC had any mandate for hospital patient care, so how could their reorganisation be implicated in it &amp;quot;going out of the window&amp;quot;?  And thirdly, partisan blame culture like this runs contrary to one of the central themes of Francis&amp;#039;s report - to create a duty of candour which doesn&amp;#039;t then result in knee-jerk scapegoating, but which creates the opportunity for learning in order to improve patient care.  Who would a Labour apology serve other than political opponents? Childish finger-pointing and points-scoring is not going to help anyone, yet seems to be the basis for all political debate (from all parties). </description>
