To listen means that the kernel should keep open a port for an incoming connection.
This is not at all "looking", and the load in terms of CPU is irrelevant (the kernel runs anyway and to listen one or one hundred ports is almost the same).
It is different if push keeps a connection always on with the server, but in this case it is a meaningless technology because it is completely equivalent to fetch.

As far as I understood the push should be the opposite: my phone is in listening (on some port I suppose) and the server push the new informations.
No?
