In San Francisco county, the Sheriff's Office runs the jail and provides court bailiff services. So, my initial question is does this gentleman have any corrections experience? Was he elected simply on the basis that he was a county supervisor? If there is a genuine domestic violence complaint/conviction, it will exclude him from serving in any law enforcement capacity.

The degrees of assault have to do with the injury caused. Third degree indicates there was probably a minor injury of some type, posssibly a contusion or abrasion.

It is a bit challenging. I've investigated a couple of these types of cases, and the victims often have difficulty expressing what happened to them. It often takes many interviews, and sifting through the information to glean what proves the case. I'm sure WCSO has some good officers on it. These types of predators belong in the Graybar Hotel.

I think that it would be a mistake for Mr. Rocha to go back into the Navy. Although he would be treated with "kid gloves" by his command due to fear of complaint from him, he will be treated as a pariah by his shipmates for complaining about something that they will think was petty, whether their perception is right or wrong. Between active & reserves, I spent 30 years in the Navy, and I've seen how tough it can be for a sailor that is ostracized. As far as the Shellback initiation goes, I can only speak for myself, but I was given the choice whether i wanted to go through the ceremony or not. And yes, that greasy belly was nasty.
