Someone, either the farmers, a storage middle-man, or the government is losing a lot of money to rotting grain, why not lose the same money by giving the grain away to starving people? The net loss is the same, but in theory propping up a non-consumer class in the short term can help turn them into consumers in the future who can pay for your excess grain. Invest in a bigger market... people who starve to death don't buy grain.
