Are you on IOS? Apple recently raised prices on app purchases. And i believe In app purchases as well. Thats most likely why your item prices are higher

Its possible to get his last piece from the MIB quests but there is no guarantee when that will come around as the items from the bottle is random. You can wait and slowly accumulate enough bolts to get his last piece from friends. Or if your impatient you can spend 25 SB for his final piece

Actually you dont need resources for the train station. You need sb to purchase Engineer smurf and the stations. But each 15 sb station gives resources. When you have all 3 stations you will get a daily reward of 12 wood 12 stone 10 dye and 6 stardust
