Only option to unlock is via Carrier or third party, provided carrier offers unlocking service. "Caution" while choosing third party.

As already advised, in the absence of saved shsh, you can restore only to current iOS being signed by Apple for your iPad. From your post it appears that you have not been able to restore it successfully in iTunes. For restoring to current stock ipsw you will need at least ver. 11.3 iTunes. The stated symptoms could also be due to hardware issue. Redsn0w will not help in such a case.
Try restoring in appropriate version of iTunes again*, if no joy, visit Apple store for a free restore.
*Put it in DFU mode and restore.

You need to contact Apple Store who exchanged your iPhone. If the iPhone was officially unlocked you must get unlocked iPhone as replacement. Need to provide proof to them.

I presume that 1. you have checked wi-fi and Bluetooth entries under Settings > General > About in all the cases (i.e., stock and jailbroken; 5.1.1 and 7.1.2) and observed as normal.
2. Problem is only while pairing of specific Bluetooth device or no other device would pair

Yes. Verify your saved SHSH with Redsn0w or iFaith.
Alternatively, if you like you may Restore with Redsn0w to iOS 5.1.1

Once you restore iPhone either with Redsn0w or with iTunes all your data would be lost. As you used IE to download firmware it will rename it as .zip. Either use any other browser or rename file extension to .IPSW.
For retrieving data from iPhone, you may need utility like Total Commander. Never used such utilities on a locked iPhone. Best bet is to get the Ignorant person to divulge the code.

You need to install iPad bb, then downgrade to 5.13.xx which can be unlocked by Ultrasn0w.
Also you need to install "p0sixspwn" via Cydia for New bootrom to untether. First Just Boot with redsn0w under Extras.
