<description>As already advised, in the absence of saved shsh, you can restore only to current iOS being signed by Apple for your iPad. From your post it appears that you have not been able to restore it successfully in iTunes. For restoring to current stock ipsw you will need at least ver. 11.3 iTunes. The stated symptoms could also be due to hardware issue. Redsn0w will not help in such a case.  Try restoring in appropriate version of iTunes again*, if no joy, visit Apple store for a free restore. *Put it in DFU mode and restore. </description>

Either use any other browser or rename file extension to .IPSW. For retrieving data from iPhone, you may need utility like Total Commander. Never used such utilities on a locked iPhone. Best bet is to get the Ignorant person to divulge the code. </description>
