I've always read that bit as Moist waiting right up until Cosmo is about to throw open the door and demand Moist come to him. Cosmo has a full head of steam, but now his big display of power stumbles because the door that he was going to Open (complete with a capital O) is open and now he can't summon Moist either, because there he is already in front of him.
