Many of these special elections are called because the office-holder has resigned after being elected to some other office. One way to decrease that possibility is by adopting a resign-to-run law. It may seem counterintuitive that a law requiring office-holders to resign their offices before running for another would actually REDUCE the number of vacancies, but most politicians would probably be very reluctant to give up their current office simply for the hope of gaining a better one. Requiring them to sacrifice their current public job in order to seek another public job would likely result in many of them deciding they are satisfied with serving the full term to which they have already been elected.

A resign-to-run law would make it much harder for a politician to hopscotch through an uninterrupted career of public "service."

Also, a resign-to-run law would have one of the same benefits that term limits has. It would open up the elections to would-be candidates who aren't already established politicians. Since no candidate would be a current office-holder, the field would become at least slightly more level.
