I&amp;#039;m a little surprised to hear this being pushed in very-red Alabama, especially under the &amp;quot;higher cigarette taxes save children&amp;#039;s lives&amp;quot; rhetoric.  Because children pay for their own cigarettes or something I guess.  They might actually get away with it, though, much as they do with high liquor taxes, because most of their population (excepting the Mobile area) lives far from any state lines. </description>
