It's possible the ToH is technology from an advanced lost civilization (it's crystal nature suggests a connection to the Crystal Empire, a sorta Equestrian analog to Atlantis; I'm still not convinced the writers didn't take heavy inspiration from the Stargate series); but to them, it is more "natural" than animals taking care of themselves and clouds that aren't controlled by pegasi. Now back to the topic of Starlight; she might've been willing to influence the cutiemarks of everyone; but she didn't seem to believe the consequences would be as drastic as bringing out the end of the world, at least while she hadn't yet given up on her plans. Regarding Starlight's motivation to insist with her plan; what I got from what she said on the episode was she suspected what she was shown was a trick by Twilight to try to convince her to give up; but eventually she was convinced it was a bad idea.
