When we were in japan my husband would work very late and sometimes sat. why? so he could get on and do his job without interuption and the commute home was shorter. In the USA he still works late but it is not as common and on a more reasonable timeframe. Yes japanese do get more holiday than the usa but they NEVER take it. Atleast not my man! The fact that people don't want to leave japan is really based on what area they are in the company. The more contact the employees have with outside companies the more they employees are interested in working abroad. Part of the problem is the fear on the unknown.
