<description>In part I agree with you, the Labour leadership wants to simply wash their hands of Woolas.   Correct me if I am wrong, I thought that they are not really in a position to do this, weren&amp;#039;t all leaflets issued by Labour candidates during the General Election approved by Labour HQ? </description>

<description>So doesn&amp;#039;t that make Labour&amp;#039;s position on fees somewhat hypocritical? If we are going to stick to loans and fees I think we should look across the pond at their most recent reform of student loans. There is no limit on fees but repayment is limited to a maximum of 10% of disposable income.   </description>

When Government (central or or local) orders anything over a certain amount they almost always ask for a bond, that requirement stops any small firm or individual bidding. If that can be addressed, while still providing some security for the public purse then competition in the Government software market can be opened up. Until the, all splitting contracts would do is more divide the work out between EDS, Capita and Northgate.  The 100mb connection idea sounds great, however I can see no point of that connection speed as a target if everyone as a result of the corrupt Digital Economy Bill is either banned or too afraid to use the internet.  </description>
