the only way iot could be worse was if they were on after Raw or Smackdown. By then, people are either worn out, don't care and just want to go to bed, or are emotionally drained after their investiture in the great saga of sports entertainment.

You can expand an underground bunker system after a neighborhood has been built over it, just the level of the bribes are absurd and usually not worth it. both for the building of said system, and to make the neighbors stay silent.
