Yes a newcomer COULD get spotlight, but it would need to be mind blowingly awesome for a rookie to land it. Otherwise it gets mixed in with the Daily Music Post http://www.equestriadaily.com/2015/11/music-of-da...
Prince Whatever is a Brony musician though. EQD is for news that appeals to Bronies, not just MLP news. Prince Whatever (A Brony) publishes a Halloween song (relating to a real life holiday), so Sethistro thought we would enjoy it if he shared it with us. At the end of the day, it's his blog. He can post whatever he wants.
Care to tell me how Nightmare Night is different then Halloween? Candy, Costumes, etc. Heck, despite it was produced earlier, Hasbro waited till October 31st to air it.

Typically, new artists don't get their own solo feature post right off the bat. They start by getting in the Spotlight Music, build up their popularity and exposure, THEN get their own post. I'm guessing that Sethistro doesn't spend all day plugging random pony words into Youtube hoping to stumble across a hit. He gets tips from users who contact him. Most of his tips are going to be for artists with exposure already. If you want more new artists on the board, start giving suggestions.

A. the artist is a known Brony. Just check his page to see what else he has done
and
B. It's related to Halloween or Nightmare Night.
Even if it's not directly connected to the show doesn't mean it shouldn't be featured here.

The main character, Evie, enters the academy after it is open to commoners. There she meets friends and is trained by her Fairy Drillsergeant .
Overall, it's a pretty interesting story that knows when to follow or break fairytale tropes. The seller for me was the map on the inside cover. Even though most of the book takes place inside the school, various places are mentioned. Whenever a new name came up, I would go to the map to see where it was. It really shows that Larson is focusing on world building, instead of just telling a single story.

"Your Welcome? M.A. Larson"
Had him autograph my copy of Pennyroyal for my sister. He wrote, "Bravely ventured is half won"
