Where did you hear that? Last time I hear, Sakurai does not like the idea of having multiple 3rd parties in smash because it can cause trouble. He also said two 3rd party characters were enough so Solid snake is not going to be in the new smash bros. If what you say is true then he should put Master Chief and Kratos in Smash because it makes sense? right? No the point of smash bros is Nintendo characters fighting each other.
