You calculated the exchange rate based on the wholesale value of tomatoes, but said Solanum lycopersicum was purchased at market, which means its price would include all the dealer markups and taxes. Well, think about it like this: expelling a student is a harsh and difficult to reverse penalty, and Dash only brought Lightning Dust's actions to Spitfire's attention a few minutes before that scene. I'm guessing that they were escorting her to her quarters (under guard, because she was accused of endangering others, which I imagine would be standard practice), where she'll be grounded until they can organize some kind of disciplinary hearing.

Expulsion would definitely be on the table for such a hearing, but I doubt that they would go that far, given that it's a first offense. If they expelled every student after a single accusation, without even giving them a chance to defend themselves, they wouldn't end up with very many passing recruits.

I know this is all really speculative, but I'm just thinking "What would I do if I was in charge of a major training facility and was responsible for all of the student's safety", and that's what I came up with.
