<description>What about allowing a three judge panel to review the evidence protected by shield laws, etc? They&amp;#039;d have full access to confidential sources, etc, and would be bound to secrecy until they make their ruling, and would be bound by that afterwards. They could decide whether a source should remain confidential, whether the information is accurate, etc. </description>
