There are of course many "less-than-legitimate" dispensaries since it is still very much a legal grey area and still illegal on a federal level. In LA I know that there are many dispensaries that are run/owned by some shady characters, but there are far more quality "legitimate" dispensaries.

I've never had a problem with impairment while driving medicated, it is a very routine thing for me to smoke while driving. The effects of marijuana are different from person to person, I know several people who I definitely wouldn't let drive after a bong hit or two because the euphoric sensation of the THC effects them more. The type of cannabis you smoke will have different effect too, I'm a straight Indica smoker I go for that full body high to relieve pains an nausea, but a sativa smoker will experience more of a head high and that MIGHT impair their abilities. Long story short, I don't think that there is or ever will be a proper way to test for THC impairment, it's more or less a judgement call. All the test will show is that you have in fact consumed cannabis within a months time.

Some dispensaries pride themselves on the quality of the medication that they sell so they will inspect the buds before buying from the growers and selling to the patients. But there are also your very casual dispensaries that just make sure there isn't any molding/spider mites, if they find seeds in the bud they will usually sell it under their low grade menu. So there is a chance of you getting "lucky" and finding some seeds in your bud that you buy, I know that I have run across a few seeds from dispensary medication but it isn't a common occurance, that is if you are buying from a quality dispensary.. There are also many dispensaries that carry clones which eliminates your need for seeds
