Jay is talking about the need to restrict the interaction with foreign nations to the Executive branch, and not to individual states. Law of nations is part of the "Laws of the United States"--- see the Nereid, and see also Sosa v. Alvarez- Machain. This 7FAM regulation was scrubbed on 2/24, 9 days before the hearing in Fla. It was a main point in the Complaint that 1135.6-2 said that the State Dept. doubted that Ted Cruz was eligible, and that the State Dept. had said that "no court of law had ever ruled...", meaning that the determination of eligibility was believed to be JUDICIAL not political, by the State Dept. The Judge would not allow this fact to be entered as evidence on 3/4 in Ft. Lauderdale. Also 1135.6-3 ("Not citizens by Naturalization") was changed, and the wording specifically addresses 8 US 1401 (g) (Ted Cruz' naturalization statute) and NO OTHER ONE (Not a-h). So they specifically were curing Ted Cruz' disability. This happened 9 days before the hearing after 1135.6-2 was there on the book for 18 years.
