Science fiction preferred the Naval analogy. The "gravity gauge" giving the advantage and initiative to the higher-orbiting vehicle may the most prominent example of the thought.

Classic 'tragedy of the commons'. Plus, if you want to get the responsible parties to pay, you'd be billing sovereign nations, who generally don't take kindly to that idea (while we may all appreciate the irony).

I missed your point about decimal places. Apparently NASA and/or Space Force missed it also, as the X-37B mission has a power-beaming experiment onboard. Enlighten us, of your goodness.
