The discussion above would seem to put Rand on the side of the big Air Force and Navy air/carrier advocates. I'm not taking a position on whether those advocacies are correct or not, but this report seems to want to support their views. I've noticed that a lot of these 'independent' reports seem to be spun to support different service interests and strategic biases.
