<description>The court also found that the State Ethics Commission&amp;#039;s confidentiality requirement shielded the Commission from public scrutiny of their effectiveness, and prevented the public from holding them accountable for their performance. Who knows, maybe with a few more court decisions like this one, Pennsylvania might have a fully functional Ethics watchdog function.  </description>
