<description>Gates doesn&amp;#039;t want to decrease the fleet. As he pointed out, when you only buy multibllion-dollar warships, then you can expect more shrinkages. The ships cost are increasing faster than the budget can keep up. The navy must lives within its means, and stop building Aegis destroyers and billion-dollar amphibious ships, that are then used to fight the threadbare pirates of Somalia, or face speedboat navies like Iran. Neither can we afford aircraft carriers which get harder and harder to fill with expensive aircraft carriers, since no one else has these anyway. Build as you fight! </description>
