As a cyclist and sometime bicycle commuter, I think Devin's idea deserves serious consideration. As a motorist and prolific payer of all sorts of taxes, I figure I already pay enough to expect prompt snow and ice removal. Clearing lanes for all users of our publicly funded transportation infrastructure is not a "special service." It is a public safety issue.

I have nearly been hit before by someone who afterwards told me that she hadn't seen me because the sun was in her eyes. My response was that if you can't see where you're going, you should probably not be driving.
