I personally prefer NPCs that only move when you do AND at the same speed. Really the "I should go slow so the player can take in the environment" and the "I should go normal speed so the player does not get annoyed" arguments are BOTH dodgy in my opinion. Yes I may lose patience but I might also want to take in the environment at my own pace. :L

Why I hate escort quests in WoW, the NPC ALWAYS walks and they will attack anything that gets within range, run off the preset 'trail' then when the mob is dead they run back to where they were at the point of aggro (Sometimes a mile away!).

Sheesh, if Blizzard could just up their speed or stop with the stupid railway line way of pathing. ¬.¬
