<description>This is straight out of the Founders&amp;#039; intentions - have 13 (or 50) independent laboratories where you can try policies that best fit your state, with all those possible solutions on the table for other states to learn from.  If we don&amp;#039;t see Arizona prevail, a lot more &amp;quot;one-size-fits-all&amp;quot; policies will become impossible to reverse.</description>
