At this point the public believes no one. So yes, we do need an "instrument," as you put it. I've suggested one elsewhere: a provision in the election laws that would allow a politician to voluntarily assume legal consequences if their promises prove false — rather like posting a bond, or swearing an oath. That gets at the real problem: not that liars are prospering, but that honest pols get lumped in with the liars. They need a way to distinguish themselves, to prove they're being on the level.
