Generally a necktie or sometimes a sock. I don't know if it's common, but it's something of an American social trope, at this point.

The tattoo says "Ju Nim" pronounced "Joo Nyim". Or "Ning"? I can't tell if it's a circle or a square at the bottom of the second set.

The meaning, I can't tell. It looks very much like Ju In Nim, which would be "Honorable Owner/Master", which is a martial arts title for a grandmaster...

Best as I can tell, the mint offer is a follow up to the mint he ate himself in panel 3, after a breath-check in panel 2. This ties back to the "Are we going to kiss?" thought--he's cleaning up his onion breath in anticipation of kissing her.
Cumulative visual evidence seems to suggest he means it.
