This was Cheney's lies that threw both sides of the isle into a fever pitch to go to war. Biden didn't lead anything because Bush was president and the Berlin Wall had come down, and we had a large force in Germany that Bush wanted to do something with. Cheney gave him the excuse. I don't know who writes this paper, but they don't know much about history. They should read: Fiasco: The American Military Adventure in Iraq It was the best of four books I have on the Iraq war, and Cheney, not Biden was the instigator that talked Bush into it, and Collin Powell was sent to congress to testify about the non-existant weapons of mass destruction. That is what convinced congress, because he had so much integrity, and lost it there on that issue.

One thing "slow Joe" said that may have had truth in it was that Saddam had gas because the USA sent Saddam gas to use on the Iranians. Otherwise, slow Joe helped do a very good "snow job" on the Americans because to this day a large percentage of Americans believe Saddam would have attacked the USA if not bombed.
