You must be referring to rare earth metals that China has cut the amount of export recently. There have been no rare earth metals found in Afghanistan. Before China undercut the prices of these metals in the mid 1990s with their cheap labor and no EPA gestapo most of the worlds rare earth metals came from Mountain Pass Mine in California. Mountain Pass Mine is scheduled to reopen with expanded production in 2011.
