<description>why is anyone surprised at this?  the Americorp/Vista bill which passed easily by both Dems and Reps called for just this type of action. When they got caught trying to make &amp;#039;volunteerism&amp;#039; mandatory (don&amp;#039;t ask!) from womb to tomb, they dropped that wacky idea from the bill and instead inserted (the last possible paragraph) that a &amp;#039;commission&amp;#039; would be appointed to study the feasibility of making volunteerism mandatory.  This passage followed those for plans to establish 25 campuses across the country to train &amp;#039;drop-outs, youngsters from reform school (not 6 yr. olds carrying cub scout sporks), those at risk, those who may potentially be at risk and those with language problems&amp;#039;.  The training will enable these kids to audit energy and help in times of national emergency such as Katrina or unknown disasters.  Isn&amp;#039;t that just what you want helping you during an emergency....a drop-out criminal youth who can&amp;#039;t read?  He/she will have been rehabilitated, of course, so not to worry.   If anyone has any illusion about the stealth coercion this administration is willing to exert in order to get a docile populace, this should end it.  Read the Bill, fellow morons, so you won&amp;#039;t get caught by surprise. </description>
