By restore file you mean the IPSW firmware file? If yes then you don't have to do anything with it. It is just a firmware file that should be used in iTunes and in RedSn0w while jailbreaking. You don't even need to extract this file

I think they are cracked apps....you should download a tweak called "AppSync"...search for it in Cydia and then you will be able to download the apps to your device.
