Perhaps the people you proposed your idea to did not trust your character, I have no idea. What I do know is that you continue to suggest that the administrators of the program are lining their pockets - without proof or any evidence that points to this. As often as you bring up "my plan" or "my idea" it causes you to soud bitter that you're not at the center of attentiono, so rather than being respectable about it, you come of here and defame everyone involved in a great program.

Who writes offers on homes without having secured financing? Good job, giving 20 people false hope. You question why taxpayers should buy homes for AHNI (to sell, yes at market value to keep from distorting the market value in the area largely because of homeowner input) that grant money you were asking for didn't just appear out of thin air either. As for 100s of thousands in salaries - first of all, YEAH, RIGHT......NO, and secondly not everyone can afford to volunteer. It does take a considerable staff to run a program that gets as much accomplished as Block by Block. Come on out of that little box you live in buddy, the world's a beautiful place.

knarfgnik, You continually fail to provide proof to backup your rantings. What's more, you have stated multiple times on here that "whether I'm completely correct is not important" I disagree. A tiny amount of truth mixed in with a whole lot of opinion and conspiracy THEORY - is ALL false. I'm sure Block by Block, Four Oaks, Matthew 25, and the Iowa Annual Conference of the United Methodist Church (who are the entities that partnered to create the Block By Block INITIATIVE NOT CORPORATION as you suggest) would all be willing to straighten you out with factual documentation refuting every bit of the sewage you seep onto this website. Further, you suggest that there will be money "left over" after the last flooded house has been rebuilt that "they" will not give back. REALLY? Have you seen how much work is yet to be done? I propose that they WILL keep working to rebuild the neighborhood you were once a part of and others until all resources have been exhausted.

Really? So you are aware, and you believe that all other professionals in construction are aware that any time a potential ACM (Asbestos Containing Material) is to be disturbed, It must first be tested by a certified asbestos inspector? Are you also aware that asbestos can be found in any building material that's not wood, metal, or glass? So they next time you get ready to demo a wall made of plaster or sheetrock, or cut out some electrical wire, or tear up some flooring.......you will hire an asbestos contractor to inspect it before you do so, because you already knwo that was what the NESHAP regulation says you must do?

The DNR regulation that covers asbestos regulation (NESHAP) says that a homeowner working on their own home is not required to comply with the regulation.

As for your second question, asbestos is only harmful when the fibers it is made up of become airborne. This happens when it is "disturbed" i.e. ripped, torn, smashed, drilled etc. So the fact that it has been present for years in a home has no bearing on the safety implications when remodeling

Also, for your information, the homes that have been bought were purchased from people who have moved on and no longer wish to live in those homes. How else do you propose that these neighborhoods get rebuilt? I suppose you would prefer that they all be demoed by the city, as several of them would have if Block by Block had not purchased them to rebuild and sell back either to flood victims or others who wish to own a home and become part of a neighborhood. The last thing this group wants to do is increase the number of rental properties on the blocks they are working on. If you're right about ANY of the blasphemy you spout, I'll eat my shorts on the courthouse lawn with a kcrg camera rolling. After all, they'd be a whole lot easier to swallow than what you're selling.
