<description>How could ACORN, INC have withheld state income taxes in Maryland if they had no license to operate?  ACORN Housing Corp Inc would have to be paying all their employees, including the two fired from the Baltimore office, as 1099 employees.  They could not withhold any income from these employees as they had no license to do so.  ACORN has tons of shell companies though.  They could just shuffle payroll between these entities and always pay employees in cash. </description>
