However when I contacted Animal Control about a neighbor's cats(quite a few I might add) that was using my daughter's sand box and that had come in my garage trying to bring their kittens to hide, I was told by Animal Control "well we don't really enforce the cat lease law" Could this also be contributing to the higher than other counties rabies cases that we have?
