<description>The way it has worked thus far is putting personnel up there after the ice breaks in the spring.  That is when the vast majority of surface traffic happens.  Not much transportation happens in the winter so they keep the personnel stationed down in Anchorage (where it is cold enough during the winter).  I was stationed in Alaska last winter.     </description>
