From some of the scenes it looks like the Squadron Premiere HQ is set back away from the streets with flat, unobstructed ground between it and the streets. And one would expect that, since it is basically a large coed dorm for superpowered beings, it would be built to a much stricter code. I mean, one would want to proof the building against known threats, such as tornadoes, storms, earthquakes, domestic disturbances between supers, the "human torch" having a night-terror etc. Cruise missiles are rather far down the list, especially in the Mid-West.
