I've worked with and been friends with a lot of engineers that work for defense contracts. The way the system wastes money is sickening. I also have a feeling that the biggest cause of overruns and waste is the involvement of the government with their incessant change orders and politics. One anecdotal story I was told was that a particular company always way underbid the contract to get the business, knowing full well with change orders and contract re-negotiation they would be able to add enough money in to cover the loss on R&D, and make a healthy profit. Imagine what happens once they have profit covered and the change orders keep rolling in. It doesn't take too much imagination to see where the schedule and cost lapses come from.
