Give the guy a break, he just wants some attention. If everyone was naked he would show up with something like zebra stripes painted on his body and on all fours just to get the attention he craves. He will probably get over this craving as soon as he matures.
Flashers, exhibitionists and others can now do what they do without consequences as long as they have something on their body which shows they are protesting something.
