The TCE problem was found out in the early to middle 70's. But wasn't acted on for many years. Testimony by base commanders were that once they knew of the problem they did what they could. The technology to remediate these kinds of toxics wasn't developed until about 1989 and wasn't even implemented until the middle to late 1990's and that was limited. Guam was one of the first places because of the extreme nature of the varied contamination and the fact it had contaminated the sole-source drinking water aquifer. But this kind of contamination , in some way, was on all military installations and ships It was a case of doing things for the times. But now it is the coverup and that is shameful. TCE has been a problem at all air stations. They are the worst of the worst. I believe all military installations use these solvents in some capacity. And please don't forget all the other chemicals such as pesticides and fuels. On Andersen AFB, Guam you could taste see and smell these solvents in the drinking water. ATSDR has said the TCE would have to have been at least 1,000,000ppb. In the early 80's the amount allowed would have still been in the range of 270ppb. Plenty to make people sick. 5 ppb was set as the standard in 1987. I know here in Reno, what I was told, the new VARO was DVA owned land. The old VARO was a leased building with insufficient space. The lease ran out. And their nationwide stradegy may be to convert all DVA buildings to there own land. That would save money in the long run.
