He insists however, that any war be declared by congress as required by our constitution. To ignore this step is illegal. The only reason congress has been shirking this responsibility is because they don&amp;#039;t want constituents to be able to hold it against them when the next election comes around. They are more concerned about being re-elected, than the future of this country!       The founders required a declaration to ensure that war was considered in a solemn, sober manner, and rejected altogether when it might be avoided. It&amp;#039;s not patriotic to waste lives! A commitment to war demands genuine intelligence and a realistic plan that can be carried out to a specific conclusion. Without this, you have a quagmire. Case in point: Iraq.      You have no valid reason to be implying that Paul is some kind of pacifist. He is not and never has been. If you&amp;#039;d actually read up on his beliefs you would not be making this claim. </description>
