<description>(c) MONTHLY ENERGY REFUND AMOUNT.&amp;mdash; (1) MONTHLY ENERGY REFUND.&amp;mdash;The monthly refund under this subsection for households of 1, 2, 3, 4, and 5 or more members shall be equal to the maximum energy tax credit amount calculated under section 36B(c)(4) of the Internal Revenue Code of 1986 for each household size, divided by 12 and rounded to the nearest whole dollar amount. (2) MONTHLY ELIGIBILITY.&amp;mdash;A household shall not be eligible for the refund under this section for months that the household has not established eligibility under subsection (b).  (d) DELIVERY MECHANISM.&amp;mdash; (1) Subject to standards and an implementation schedule set by the Administrator, the energy refund shall be provided in monthly installments via&amp;mdash; (A) direct deposit into the eligible household&amp;rsquo;s designated bank account; (B) the State&amp;rsquo;s electronic benefit transfer system; or (C) another Federal or State mechanism, if such a mechanism is approved by the Administrator.  </description>

DIS-TREE-BEW-SHUN of wealth!!!  SEC. 432. ENERGY REFUND PROGRAM FOR LOW-INCOME CONSUMERS. (a) ENERGY REFUND PROGRAM.&amp;mdash; (1) The Administrator of the Environmental Protection Agency, or the agency designated by the Administrator shall formulate and administer the &amp;lsquo;&amp;lsquo;Energy Refund Program&amp;rsquo;&amp;rsquo;. (2) At the request of the State agency, eligible low-income households within the State shall receive a monthly cash energy refund equal to the estimated loss in purchasing power resulting from this Act. (b) ELIGIBILITY.&amp;mdash; (1) ELIGIBLE HOUSEHOLDS.&amp;mdash;Participation in the Energy Refund Program shall be limited to a household that&amp;mdash; (A) the State agency determines to be participating in (i) the Supplemental Nutrition Assistance Program authorized by the Food and Nutrition Act of 2008 (7 U.S.C. 2011 et seq.); (ii) the Food Distribution Program on Indian Reservations authorized by section 4(b) of such Act (7 U.S.C. 2013(b)); or </description>

<description>In 1999 only about 15% of Americans were on some form of Government assistance. Over the years the numbers have fluctuated up and down here and there. Granted, with the economy being what it is, I&amp;#039;m sure those numbers are on the rise, but the vast majority are still hard working, tax-paying, &amp;quot;I&amp;#039;ll make it on my own&amp;quot; Americans. But, the vast majority of Americans don&amp;#039;t bother to vote. This is what allows the Government leaches to continue to decide what happens to our country so they can continue to suck our tax blood away and suckle off the Government tit while never having to contribute to society in any way.   Iraq had a better voter turnout than we did. Therein we find the root of the problem. We&amp;#039;ve got to stop being complacent because the problems of our Government haven&amp;rsquo;t hurt us personally enough...YET. Well, now they&amp;#039;re really starting to sting most Americans. Hopefully that sting will be enough to compel them to action.  </description>

<description>I share your concern and understand where you&amp;#039;re coming from but, what made the founding fathers any different than you and I? What made the 13 colonies any different than our 50 states? As a fellow Chief, we both know the answer to this. Mission, Vision, and Leadership. Our founders knew exactly what they wanted, had a plan on how to get there, and lead the charge to do what needed to be done. The only difference between then and now is many people don&amp;#039;t have the vision and there are far too few leaders to rally the masses. But that can all change.  While we do have a MASSIVE entitlement problem on our hands, I don&amp;#039;t believe the majority of Americans are part of that problem. And of those that are currently part of the problem, I&amp;#039;m sure there are those (perhaps few and far between) that would gladly be part of a better solution if they&amp;#039;re giving one. So the challenge then becomes, getting the mission, vision, and leadership in place to enact some REAL change. It&amp;#039;s not too late. And it WILL be enough. </description>

Hell, there wasn&amp;#039;t even a majority on their side when they started. They were severely out numbered by Britain. Yet they literally started with nothing and turned it into America.   Yes, we&amp;#039;ve come horribly off course and yes, it&amp;#039;s going to hurt BAD before it&amp;#039;s better. But it&amp;#039;s far from a lost cause brother. And for the record I agree with you that no mid-term election is going to fix this. But we&amp;#039;ve got to start somewhere. Even the longest marathon begins with a single step. </description>

<description>Let me expound on this if I may. I don&amp;#039;t fault him personally for what he did. As many have said, that&amp;#039;s between him, his wife and kids, and God. I&amp;#039;m not perfect either and I don&amp;#039;t judge other men; that&amp;#039;s not my place.   However, it is our responsibility and our DUTY to ensure out Government is being run by those that are a moral and religious people. This is why I say he must go. Make no mistake, God can judge him as a man, I&amp;#039;m judging him as a Governor. And as a Governor, he has failed to sustain the prerequisite credentials for the office he currently holds.  </description>

If the colonies can take it from Britain (so to speak) then American&amp;#039;s can sure as hell take it BACK from less than 500 people run amuck in Washington. But it&amp;#039;s up to We The People to get informed and get involved. I see a lot more of that happening over the last 3-6 months than I&amp;#039;ve seen in the last 3-6 years!
